ZATCA Phase 2 Readiness Check

Eleven questions, about two minutes. You get a readiness score and a prioritized list of gaps, each linked to our practical Phase 2 guide.

Your answers stay in your browser. Nothing is sent unless you choose to contact us.

Scope & timing

Have you confirmed your Phase 2 go-live date from your ZATCA notification?

ZATCA rolls Phase 2 out in waves and notifies each selected taxpayer in advance.

Do you have a list of every system that issues invoices, credit notes or debit notes?

Include the ERP, POS terminals, e-commerce and any manual or spreadsheet process.

Have you classified each document as standard (B2B/B2G, cleared) or simplified (B2C, reported)?

Include special cases such as exports, exempt supplies and advance payments.

Master data

Are customer VAT numbers, commercial registration details, national addresses and product VAT categories complete and checked?

Poor master data causes many clearance rejections.

System & integration

Have you chosen how your ERP will connect to FATOORA: native module, middleware or custom integration?

The right option depends on your ERP version, number of source systems and internal skills.

Can your system produce UBL 2.1 XML with a UUID, invoice counter (ICV), previous invoice hash (PIH), cryptographic stamp and QR code?

These are the building blocks of every compliant Phase 2 invoice.

Have you decided how many EGS units to onboard and where their private keys will be stored?

Each unit keeps its own invoice counter and hash chain, and its key can sign invoices in your name.

Do your credit and debit notes reference the original invoice, state a reason, and follow the same clearance or reporting flow?

Teams often test invoices thoroughly and find credit note problems only after go-live.

Testing & operations

Have you planned end-to-end tests with real scenarios: partial credit notes, discounts, rounding and API outages?

Compliance checks with ZATCA are required, but they don't cover your own business cases.

Is there an agreed owner and process for rejected invoices and reporting failures?

A rejected standard invoice has not been legally issued until it is fixed and cleared.

Is someone responsible for CSID renewal and ZATCA specification updates after go-live?

CSIDs expire; if renewal is missed, invoicing can stop without warning.

This is a general self-assessment based on public ZATCA requirements, not legal or tax advice. Your ZATCA notification and zatca.gov.sa are the authoritative sources.
